The Old Gods and the Ordering of Azeroth is not new. It was added back during Legion as a book that you could keep in your inventory for a short while, and would then disappear. The Old Gods and the Ordering of Azeroth is even older. It was added in Vanilla as a way to impart lore to the players. Patch 10.0.7 PTR datamining has discovered a new copy of the book, this time with the personal annotations of a reader.
