Sarkareth drops an omnitoken which can be turned in for any Tier Set armor piece in Patch 10.1.
In a lengthy blue post going over class set acquisition and changes in Embers of Neltharion, Blizzard mentioned Scalecommander Sarkareth, the final boss of the 10.1 raid, will drop 1 guaranteed Omnitoken per defeat on all difficulties for your group.
In the latest 10.1 PTR build, the omnitoken has been implemented.

The omnitoken is not class-specific, meaning any class can roll for it. Once obtained, you can go to Obsidian Rest (52.03, 25.69) in Zaralek Cavern and talk to Kaitalla, who will exchange it for 1 Tier Set armor piece of your choice.
