Blizzard has added a random assortment of NPCs to the game in Patch 10.1.7, almost making it look like they are intended for the Brawler’s Guild.
Brawler’s Guild should be currently disabled on live servers with a pending refresh but no news as to when exactly that’s going to happen.
Portergauge discovered some random NPCs added in Patch 10.1.7 that are perhaps so random that one can speculate they may be tied to the Brawler’s Guild.
I guess we’ll need to wait and see!
