Blizzard have detailed two major changes to PvP gear rewards in Season 1 of Dragonflight, with the cloak, weapon enchant and tabard being delayed to later in the season, and gear in instanced PvP automatically receiving the highest stats it can have regardless of rank.

Some issues were found which affect the Season 1 Rated PvP rewards. Due to these issues, the cloak, weapon enchant, and tabard rewards will not be available for their respective Duelist and Elite ranks until later in the season. At the start of the season, these rewards will also not be listed in-game for these ranks.
Players who meet the necessary rating requirements for Duelist and Elite ranks will receive their appropriate rewards retroactively once they are implemented and listed in-game in a future update.

In Dragonflight, we made a change to our PvP gear that grants the maximum PvP item level of a piece of gear immediately at all ranks so that players are on a more even competitive footing within instanced PvP. Due to this change, we have removed the increased item level bonus from being active in War Mode situations, and players will notice the change to item tooltips starting in this week’s Beta build. Players can continue to spend Honor to upgrade Aspirant and Gladiator gear item level outside of PvP instances, but the item level in PvP instances will be unchanged.
