Dracthyr Evokers have a utility raid buff called Blessing of the Bronze that empowers the whole raid in Dragonflight.
Blessing of the Bronze – Weave the threads of time, reducing the cooldown of the a major movement ability for all party and raid members by 15% for 60 min. (Costs 4% of Base Mana, 40 yd range, 15 sec cooldown)
The ability is very similar to Symbiosis because it empowers a different ability for each class reducing its cooldown by 15%. As with other utility buffs, you only need one Dracthyr Evoker in the raid for the effect to activate.
